According to the report filed with the Hot Springs Police Department’s Officer Clem, officers were dispatched to the Sonic Drive-in, 3022 Central Avenue, in reference to a reported robbery that had just occurred.

“While enroute HSPD personnel gave a description of the suspect and advised that he was running through the apartment complex in the 600 block of Higdon Ferry and that Sonic employees were chasing the suspect.”

Gina McClurg, manager of the Sonic, flagged officers down and reported that the suspect was on Central Avenue.

A subject matching the description was quickly apprehended behind the O’Reilly auto parts store at 3220 Central Avenue.

He had a large pair of scissors with him.

A victim, advised officers that while she was in the restroom at 3022 Central Avenue, someone knocked on the door. When she was exiting the restroom, she reported that a white male pushed her chest knocking her backwards and causing her to fall to the floor of the restroom.

The suspect then entered, bent down in front of her and reportedly said “You know why I am here don’t you?” West stated that she started screaming and the suspect held a large pair of scissors to her throat and told her that he would kill her.

West reported that the suspect then punched her in the left side of her face with a closed fist. She then punched him in the groin as she continued to scream for help. She further reported that he grabbed her by the front of her shirt, causing it to rip exposing her bra.

The suspect then fled on foot.  Talley was later captured in the area hiding behind a business.

Talley was transported to the Hot Springs Police Department where he was informed of his Miranda Rights prior to admitting the “he has sexual urges when he uses cocaine and methamphetamines that he can’t control”, and that he “intended on raping and robbing that girl.”

I think because it didn’t actually happen. It was an attempt…therefore they can say the name. Although I see your point of view.
