She was born August 11, 1963 in Hot Springs, the daughter of Bob Kellar and Nola Baker Kellar. She graduated from Lakeside High School and attended National Park Community College. She was married on May 25, 2001 to Robert Manning, and attended Rose of Sharon Baptist Church and Rector Heights Baptist Church.
She is preceded in death by two brothers; Ricky Joe Kellar and Brett Kellar.
Belinda loved being the office manager and graphic artist at Kens Signs. She loved the outdoors and animals, helping Tommy and Lavonda Young at the Arkansas Wildlife and Refuge in Mena, helping people in need and showing off her custom Mustang. She especially loved being married to and loving Robert Manning and all her babies; Teeny, Sue Sue and Baby Girl.
Belinda is survived by her loving husband of eleven years; Robert Manning of Hot Springs; her parents; two step-sons, Chris (Lindsey) Manning and Jeremy (Emily) Manning; and three step-daughters; Marianne (Steve), Jessie (Scott) Urbank and Jackie (John) King; one brother, Bruce (Karen) Kellar; one sister, Becky Kellar Hamilton; five grandchildren; Hunter, Riley and Emma Manning, and Cloe and Logan Urban; numerous nieces; nephews; extended family and a host of wonderful friends.
Services will be Saturday, March 16, 2013 at 10:00 AM in the Davis-Smith Funeral Home Chapel, Hot Springs, with Bro. Mike Smith officiating.
Honorary pallbearers will be the ICU nursing staff and doctors of Mercy Hospital, Dr. John Webb, Dr. Steven Matthews and all her nieces and nephews.
The family has requested casual dress and will be receiving visitors at 501 Fleet Street in Hot Springs.
Visitation will be 6:00 PM until 8:00 PM, Friday evening.
